Health Policy and Service Planning
The Commission is tasked with drafting laws, regulations, policies, and plans for the development of public health services, and with formulating departmental rules and standards for implementation. It coordinates and plans the allocation of health service resources and provides guidance for the formulation and implementation of regional health planning.
It also develops and implements policies and measures aimed at promoting the equalization, inclusiveness, and convenience of basic public health services, as well as extending public resources to the grassroots level.
Deepening Healthcare System Reform
The Commission coordinates efforts to deepen the reform of the medical and health system by providing suggestions on guidelines, policies, and measures for reform. It promotes comprehensive reform of public hospitals, including the separation of supervision and operation, and works to improve the modern hospital management system.

Disease Prevention and Emergency Response
The Commission formulates and executes plans for disease prevention and control, the National Immunization Program, and interventions for public health issues that seriously endanger people's health. It also draws up catalogs for quarantining and monitoring infectious diseases.
It is responsible for managing public health emergencies, organizing and guiding prevention and control efforts, and providing medical aid during all types of public emergencies.
